Julie Elliott



Julie is an experienced evaluator based in Canberra. She has an extensive background in monitoring and evaluation in the Australian Public Sector, focussed on the short-term and long-term consequence of complex social policy programs.


Julie’s professional expertise includes the design and delivery of evaluation capacity building projects, including training workshops and workplace mentoring in performance assessment and evaluation to small groups and individuals. In international development, Julie has worked with country government partners, partner donors and International NGOs to build their evaluative capacity. She has provided guidance on improving complementarity between performance measurement and evaluation, applying lessons learned about the types of services and interventions that seem to work and using evaluation findings to improve program design and management, and accountability reporting of development assistance programs.


Julie has academic qualifications in Evaluation from Melbourne University and is a qualified workplace trainer and assessor. She is a part-time lecturer at the Centre for Program Evaluation, Melbourne University, and is undertaking a PhD in evaluation, supervised by Prof Patricia Rogers.
